2017 Storm Damage DWR Rehabilitation - Phase 4 and 5 Repair Sites

The California Department of Water Resources is undertaking erosion repair work at Site 97 along the Sacramento River in Yolo County as part of the Storm Damage DWR Rehabilitation Program, authorized under a Streambed Alteration Agreement issued by the California Department of Fish and Wildlife with notification number YOL-43051-R2 pursuant to Section 1602 of the Fish and Game Code. The project involves clearing vegetation, recontouring the streambank to its original slope, installing geotextile fabric, placing launch rock and soil-filled rockfill, applying topsoil, and embedding willow pole cuttings for bioengineering, followed by reseeding all disturbed areas with a native vegetation mix to restore ecological function and stabilize the bank. Similar activities are also underway at Site 55 on the San Joaquin River under a parallel agreement. Environmental compliance is governed by the California Environmental Quality Act and California Code of Regulations Title 14, Section 15096, with mitigation measures and monitoring plans required as conditions of approval. The work is being executed under state regulatory authority, not federal procurement rules, and no contract pricing, line items, or traditional acquisition clauses are included in the documentation. The Department of Fish and Wildlife serves as the permitting and acceptance authority, with oversight conducted through its North Central Region office in Rancho Cordova, while the Department of Water Resources acts as the lead agency responsible for implementation. No federal contract clauses, cost data, delivery terms, or procurement evaluation factors are applicable or present; the instrument is an environmental permit ensuring compliance with state law rather than a competitively awarded service contract.
