2026-2028 Citywide On-Call HVAC Services

The City of Lodi is soliciting bids for a two-year contract from 2026 through June 30, 2028, to provide comprehensive on-call HVAC services across all designated city facilities, with the option to extend the contract annually for up to three additional years, for a maximum term of five years. The scope includes standard and emergency repair, installation, preventive maintenance, and diagnostic troubleshooting of heating, cooling, and ventilation systems, with services required on a 24/7 basis. Emergency responses must occur within twenty-four hours, while scheduled work must be initiated within two calendar days, with completion as soon as practicable. The contract includes a $100,000 parts allowance, with payment for parts based on actual receipts and a 15% markup contingent upon pre-authorization, though no minimum workload or payment guarantee is provided. Bidders must hold a valid California C-20 HVAC contractor license and comply with local hiring requirements if the project exceeds $200,000, including demonstrating good faith efforts to employ local workers and placing a job advertisement in a San Joaquin County newspaper. The award will go to the lowest responsible bidder, with pass/fail gates for licensure and local hire compliance; failure in either will result in bid rejection. All awarded contractors must post performance and payment bonds each equal to 100% of the contract value, submit payroll records, adhere to prevailing wage laws, and comply with the City’s Drug-Free Workplace policy. Liquidated damages of $50 per calendar day will apply for each work order not started within the allowable time frame.
