SECTION 00010   ADVERTISEMENT FOR BIDS   The Parish of St. Charles, hereby advertises bids for construction of Willowdale Blvd. Overlay and Widening, Parish Project No. P240602 as follows:                                                                                                 Owner: St. Charles Parish   Project Title:   Willowdale Blvd. Overlay and Widening                    Project No.:     P240602   Bid No.: 2026-Bid-003   Principal Work Location:  Willowdale Blvd. between US Hwy 90 and E. Heather Dr. in St. Charles Parish, Louisiana.      Description of Basic Work:  Contract work consists of excavation, full depth asphalt widening, milling and overlay of Willowdale Blvd. from approximately 500 ft south of US Hwy 90 to E. Heather Dr.        Bids: SEALED BIDS SHALL ONLY BE ACCEPTIED VIA ELECTRONICALLY.  Mailed or hand delivered bids will not be accepted.  Bids must be submitted through www.centralauctionhouse.com, no later than 10:00 a.m. local time on August 25, 2026.  Promptly thereafter, the electronic bids will be publicly opened and read aloud in the Council Chambers, 2nd Floor, of the St. Charles Parish Court House.  The Owner reserves the right to reject any and all Bids in accordance with the Public Bid Law, and to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids.   Bidding Documents: The Bidding Documents (Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Louisiana or to bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer/Architect for the contract, Digital Engineering and Imaging, Inc., 527 W Esplanade Ave, Suite 200, Kenner,  LA 70065.   Pre‑Bid Conference: A Pre‑Bid Conference to discuss the scope of the project and the requirements of the Bidding and Contract Documents will be held on August 11, 2026 at 10:00 a.m. at the St. Charles Parish Department of Public Works and Wastewater, 100 River Oaks Dr., Destrehan, Louisiana.  Attendance of the Pre-Bid Conference is Non-Mandatory.   Each bidder shall deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a bid bond obtained through one of the Surety Agencies listed on Central Bidding (Central Auction House, Ltd.). Electronic bids shall contain all the same information and documentation that are required by Louisiana R.S. 38:2212 et seq.   The electronic submission form shall contain the submitting firm’s name, Louisiana Contractors License Number, the St. Charles Parish Project Number, and the St. Charles Parish Project Title.   St. Charles Parish is an Equal Opportunity Employer. The state and local sales and use tax exemption now applies to certain purchases made by general contractors and their subcontractors when performing work pursuant to construction contracts for the state, local governments, or any agency, board, commission or instrumentality of the state ("public projects”).   St. Charles Parish will furnish the contractor a certificate form which certifies that St. Charles Parish is not required to pay such state or local sales and use taxes, and contractor shall furnish a copy of such certificate to all vendors or suppliers of the applicable materials and equipment.   Invoices for purchases of materials and equipment rentals related to this construction contract shall not include sales tax and will not be paid by St. Charles Parish.
