2027 Apprenticeship Conference

The Texas Workforce Commission is soliciting proposals for comprehensive conference services to support the 2027 Apprenticeship Conference, to be held in one or more of ten Texas cities including Dallas, Houston, San Antonio, and others. The contract requires vendors to provide meeting space for up to 350 attendees, including eighteen exhibitor tables with two chairs each and wired internet service meeting a minimum of three Mbps, along with lodging for a peak occupancy of 226 individuals and 488 room nights, all at rates no higher than the U.S. GSA per diem. Catering services must include breakfast buffets, morning and afternoon snacks, and lunch, with menu flexibility to serve the full attendee count. The conference is scheduled for either September 21–24, 2027, or September 28–October 1, 2027, and the contract will expire accordingly, with performance beginning upon full execution and lasting no longer than one year if extended. All pricing must be submitted as firm-fixed-price bids, with separate cost proposals required for each location and date combination, and any optional enhancements must be attached to Form 2 for consideration. Proposals must fully comply with a strict submission process via the TWC Procurement Portal, with hard copies explicitly rejected. Responses are evaluated on a best-value basis, with technical approach weighted at 45%, cost at 40%, and past performance at 15%. Submission requires the completion of eight mandatory forms, including Execution of Response, Cost Response, References, Financial Questionnaire, and the Substitute W-9 with Direct Deposit form, as well as the Attachment 1 TWC Hotel Terms and Conditions and Attachment 2 Insurance Requirements. Vendors must carry commercial general liability coverage of at least $2 million per occurrence and $25 million in umbrella liability, with waiver of subrogation in favor of TWC and primary coverage status. Additional certifications include compliance with Texas antitrust laws, prohibition of business with sanctioned countries, human trafficking prevention under state code, Buy Texas requirements, and no use of COVID-19 vaccine passports. TWC makes no guarantees of volume or total compensation, and the contract is contingent on continued funding.
