The Department of Veterans Affairs, through the NCO 22 Gilbert Network Contracting Office, is procuring a Sterile Processing Department (SPD) trailer rental service under a Firm-Fixed-Price contract with a period of performance from July 1, 2026, to March 31, 2027. The contract requires delivery, setup, and full operational commissioning of a mobile SPD trailer at the VA Loma Linda Healthcare System in California, including utility connections, cybersecurity compliance, functional testing, calibration, validation, staff training, and transition support. All deliverables must conform to AAMI ST79, OSHA, NFPA, CDC, FDA, and applicable state and local healthcare regulations, with no deviations permitted without written approval. The award will be made using the Lowest Price Technically Acceptable (LPTA) method, where proposals must meet all technical requirements to be considered, and the lowest eligible price will determine selection. Pricing is submitted through nine CLINs covering the mobile CSSD commissioning fee, monthly rental, consumables, staffing levels for operators, technicians, project managers, and quality assurance technicians, as well as preventive and corrective maintenance services, though all financial values are left blank for offerors to complete. Compliance with federal regulations is mandated through numerous FAR and VAAR clauses, including employment equity for veterans and individuals with disabilities, service contract labor standards, trafficking in persons prohibitions, wage and hour compliance, and cybersecurity restrictions on prohibited telecommunications equipment. The contractor must adhere to Buy American and Trade Agreements Act requirements, submit invoices electronically via the VA’s EIPPS system using X12 EDI formats, and receive payment via EFT in accordance with SAM.gov standards. Packaging and marking must follow VAAR 852.247-73, ensuring carrier compliance and clear identification using manufacturer part numbers, CAGE codes, and Unique Entity Identifiers. The contract includes options to extend services or the overall term, subject to availability of funds and written notice.
