The Pennsylvania Game Commission's Bureau of Wildlife Protection is seeking bids to upfit four agency-provided 8.5 x 20 aluminum enclosed trailers into specialized telecommunications and law enforcement command centers. The trailers are specified with detailed structural and mechanical features, including aluminum wheels, ramp and side doors, and a gross vehicle weight rating of nearly 10,000 pounds. The upfit scope encompasses a comprehensive set of interior and exterior modifications, such as installing electrical systems, workstations with task chairs, cabinets with dry-erase surfaces, high-impact laminate countertops, insulation, flooring, climate control units, lighting, electrical outlets, and communication equipment like booster antennas and HDMI setups. Additional features include an electric awning, LED scene and ceiling lights, a pocket door, a new screened entrance door, rear ramp sealing, Etrack installation, wall liners, and roof-mounted strobes, all to ensure the trailers meet operational and safety standards. The contract is set to commence upon the award of a purchase order, anticipated no earlier than October 1, 2024. The successful bidder must complete the first trailer within ninety days of award, with the remaining three trailers finished based on inspection and approval by the Project Manager. Payment will be processed within thirty days of final acceptance, with invoices submitted to designated contacts. Bidders are required to include all costs, such as setup and delivery fees, in their bid proposal. The process emphasizes strict adherence to specifications, with no substitutions allowed, and mandates compliance with the Reciprocal Limitations Act, which governs preferences for in-state products and bidders from Pennsylvania. The project aims to deliver fully functional, compliant mobile command centers to enhance the agency's regional and statewide operations.
