Chatham County, Georgia, is soliciting proposals for an annual contract to provide pre-employment psychological evaluation services for the Chatham County Police Department and Chatham County E911. The selected provider will conduct job-related, legally defensible evaluations for candidates seeking sworn law-enforcement or emergency communications positions to determine their psychological suitability for essential job functions. The scope of work includes reviewing candidate records, administering and interpreting psychological assessment instruments, and conducting clinical interviews by a qualified psychologist. Following the evaluation, the contractor must deliver a professional written report within three business days, concluding whether a candidate is recommended, not recommended, or deferred. Psychologists must hold an active, unrestricted license in the State of Georgia or possess lawful authority via PSYPACT. The contract is set for an initial one-year term with options for four additional one-year renewals. While the County anticipates approximately 30 evaluations annually, this figure is an estimate for planning purposes and does not constitute a guaranteed minimum volume. Proposals will be evaluated based on a 100-point submittal process and a potential 30-point interview or presentation phase. The award will be granted to the proposer determined to be most advantageous to the County, considering factors such as specialized experience, technical competence, reputation, financial stability, and the ability to meet specific service requirements like report turnaround and confidentiality.
