The State of Illinois Department of Central Management Services is establishing a Joint Purchase Master Contract (JPMC) for the as-needed procurement of medical and laboratory gases, including cylinder and bulk tank rentals, and related delivery, installation, maintenance, and repair services. This indefinite quantity contract is available for use by State agencies, other governmental units, and qualified not-for-profit agencies. The initial term is five years starting April 28, 2026, with a maximum total duration not to exceed ten years. Award is based on the lowest priced responsive and responsible bidder, with a 1% Business Enterprise Program (BEP) goal. The selected vendor must provide 24/7 emergency contact information and ensure all products are delivered F.O.B. Destination, typically within two business days of a purchase order. Deliveries to State agencies must occur between 9:00 AM and 3:00 PM, Monday through Friday. Compliance with NFPA 55 and 99 codes, as well as FDA, EPA, DOT, and OSHA regulations, is mandatory. Each delivery must be accompanied by an affidavit of compliance and appropriate certifications of analysis or conformance. Invoicing must be submitted by July 31 for expenses incurred through June 30 to avoid potential claims through the Illinois Court of Claims.
