The British Columbia Pension Corporation is seeking a vendor or vendors to provide the following two products: (1) Retirement Planning Tool and (2) Retirement Literacy Knowledge Repository.The (1) Retirement Planning Tool will enable users to model retirement scenarios, income sources, expenses, and outcomes using configurable, guided workflows that support both novice and experienced planning tool users, with the ability to introduce more complex concepts as needed. The product should support a phased implementation, beginning with a public, standalone experience for phase 1 implementation this year and expanding to a BC Pension Corporation authenticated, integrated and personalized experience for members next year. Promotion will be focused on the portion of active members that are nearing or already eligible to retire. We are seeking a commercial off-the-shelf (COTS), SaaS Retirement Planning Tool. Our preference is configuration over customization (custom development only where essential). The product should support a “start simple” Phase 1 (public, standalone) that minimizes required inputs and complexity. The product should support future enhancement, without re-platforming, Phase 2 (BC Pension Corporation authenticated, personalized, integrated with BC Pension Corporation member data). Proponents should clearly identify what is out-of-the-box vs configurable vs requires customization or on the product roadmap.The (2) Retirement Literacy Knowledge Repository will provide curated, searchable educational, jurisdictionally relevant, regularly updated content that can be targeted by audience, life stage, and topic to support informed retirement decision‑making. The initial implementation will support use by 10 – 20 internal BCPC communications specialists with possible future expansion to enable direct access by members.We are seeking a commercial off-the-shelf (COTS), SaaS Retirement Literacy Knowledge Repository that provides curated, accessible searchable content to support informed retirement decision-making (e.g. financial planning, personal wellness, retirement mindset, lifestyle) The product should support targeted and segmented content delivery based on audience, life stage, and topic to ensure relevance and accessibility across diverse member groups. The solution should provide a flexible, user-friendly content experience, including support for multiple content formats (e.g. articles, videos, interactive, modules, courses, infographics) and strong findability features (e.g., search, filtering, tagging, and recommended content). The product should include robust content management and governance capabilities, to create, manage, review, publish, and maintain content with appropriate workflows, version control, and lifecycle management. The product should provide analytics and integration capabilities, including reporting on usage and effectiveness, and the ability to embed or integrate content within existing digital channels and related tools; Proponents should clearly identify out-of-the-box, configurable, and custom capabilities.Bidding OptionsProponents should indicate the product(s) they are bidding on by completing Appendix A.Option 1: Retirement Planning Tool only Option 2: Retirement Literacy Knowledge Repository only Option 3: Both the Retirement Planning Tool and the Retirement Literacy Knowledge RepositoryIf a Proponent submits a proposal for only one Bidding Option, the proposal should clearly identify the selected option and demonstrate how the proposed product meets the requirements specific to that option.If a Proponent selects Option 3 and submits a proposal for both the Retirement Planning Tool and the Retirement Literacy Knowledge Repository, the proposal should clearly state any bundled pricing as described in Appendix D.
