27-007-AUX Temporary Staffing

Salisbury University is soliciting quotes for temporary staffing services under contract number 27-007-AUX, with a contract term running from September 1, 2026, through August 30, 2030, and no renewals permitted. This is a multiple award contract, and the university will not guarantee any volume of work to awardees. Contractors must provide temporary personnel for cashier, administrative, grounds, housekeeping, dining service, and executive roles, with pricing submitted as percentage mark-ups for each position using the required Pricing Sheet and Price Proposal Form. All proposed rates must remain firm during each contract year, and any requests for increases must be submitted in writing at least 90 days before the contract anniversary date. Contractors are required to conduct initial screening and federal background checks on all temporary personnel, perform thorough reference checks to verify skill levels and past duties, and assign one primary contact and one alternate specifically for personnel selection and communication with university departments. A valid purchase order number must be received before any assignment begins; work performed without authorization will not be compensated. Invoices must be submitted weekly with detailed information including the temporary worker’s name, job title, purchase order number, department, contact person, phone number, and vendor’s Federal Identification Number, along with the attached time sheet, and sent to both Accounts Payable and the requesting department. Payments are Net 30 days, and the university has a four-hour grace period to notify contractors of unsatisfactory service, during which no payment is due. Replacement workers must be provided no later than the next business day if a placement is terminated. Use of Salisbury University’s name in any public materials requires prior written approval, and the university may request samples for quality verification at no cost. Contractors may propose equivalent products or services but must provide detailed documentation demonstrating equivalence. The award will be based on the most favorable quoted or evaluated price, with delivery timelines considered as a factor.
