HUD PRE-SOLICITATION CONFERENCE THIS IS A NOTIFICATION REGARDING A HUD PRE-SOLICITATION CONFERENCE ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only. The U.S. Department of Housing and Urban Development (HUD) will host a pre-solicitation conference on September 6, 2018 from 1:30 PM - 4:00 PM covering the future acquisition of Field Service Manager Services (FSM 3.12) to include property maintenance and preservation services such as property inspections, securing properties, and performing cosmetic enhancements/repairs. The attached draft solicitation will be the basis for discussions at the conference. The purpose of this conference is to establish a dialogue between industry and the Government to allow all interested parties an opportunity to understand HUD's goals for the program; learn about the proposed acquisition approach and seek industry feedback. All comments, questions and recommendations from the draft solicitation must be submitted to the Contracting Officer, Charles Hoyle, Jr. at SourcesSought@Hud.gov, by September 4th, 2018, 5:00 PM ET. Questions, comments and recommendations made during the conference must be submitted to the HUD Contracting Officer in order to assure they are given proper consideration. Upon finalization of a solicitation which will be posted to Fedbizopps, HUD may elect to conduct a pre-proposal conference. It is HUD's intent to award a Fixed Price, Indefinite Delivery/Indefinite Quantity or Requirements contracts, with a period of performance 6/01/2019-5/31/2020 with four (12 month) option periods. The estimated dollar value of this procurement is $175M-250M. NAICS code 531311 with a size standard of $7.5M will be used for this requirement. Industry feedback regarding these suggested elements are welcome during the conference. This conference will be led and directed by the Contracting Officer. Both the Contracting Officer and Program Representatives will make presentations regarding their respective portions of the solicitation. The pre-solicitation conference will be held at 77 Forsyth Street, Atlanta, GA 30303. While the event is free to attend, registration is required.
