3000 Clearview Way Multi-Family Residential Development SPAR, SDPA, VTM (PA-2026-0017)

The City of San Mateo is initiating a large-scale residential development at 3000 Clearview Way involving the demolition of an existing office campus and the redevelopment of a 14.02-acre site into a mixed-use residential community. The project will include 149 attached townhouse units spread across 22 multi-family buildings and 73 detached single-family homes, all three stories tall with rooftop deck access. Of the townhome units, 33 will be designated as Below Market Rate dwellings targeted at moderate-income households. A total of 485 parking spaces will be provided through private garages and on-street guest parking to accommodate residents and visitors. Common amenities will consist of park space, two dog parks, walking paths, and overlook seating areas, enhancing the livability and community character of the development. The project also incorporates resubdivision of the existing land parcels and requires improvements to the public right-of-way along the project’s perimeter to enhance traffic flow and pedestrian safety. Designed to meet modern urban density standards while integrating green spaces and resident-focused amenities, this development reflects a strategic shift from commercial to residential use in the area. The initiative is being managed by the City of San Mateo, with Shelby Donohe serving as the primary point of contact for planning and regulatory matters, and Kevin Choy representing the developer, Harvest Properties. This effort aligns with long-term housing goals for the city and is anticipated to contribute significantly to increasing the supply of affordable and market-rate housing in San Mateo.
