The U.S. Department of the Interior, Minerals Management Service, plans to award a firm-fixed price, sole source contract to Electronic Design & Consulting (EDC) of Stafford, VA, under the authority of FAR 6.302-1, which permits non-competitive procurement when only one responsible source exists. EDC is uniquely qualified to provide exact replacement units required as critical spares for existing equipment, specifically 8 units of the EDCS-3408A Antenna Position Controllers. These controllers feature a dual-processor design, with a commercial off-the-shelf single board computer running Microsoft Embedded Win CE 4.1 handling user interfaces, and a Rabbit Semiconductor core managing direct control of antenna pedestal interface cards. The system components are field programmable and currently in operational use, necessitating this procurement to maintain compatibility and functionality without deviation from the existing specifications. This procurement is executed on behalf of the Naval Research Laboratory (NRL) in Washington, DC, and is managed by GovWorks under the U.S. Department of Interior Franchise Fund. Although this is a non-competitive action intended to secure essential spares, the notice serves informational purposes only, inviting all relevant input by a specified deadline, after which the government reserves the right to proceed without competition at its sole discretion. Interested parties were directed to submit questions in writing via fax, with no telephone inquiries accepted. This ensures that the procurement aligns with strict operational and technical requirements critical to ongoing government missions.

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to Electronic Design & Consulting, Stafford, VA in accordance with FAR 6.302-1, only one responsible source. EDC is the only vendor with the capability to meet the Government's requirements as the required units will be critical spares for existing units and must be Exact Replacements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Naval Research Laboratory (NRL), Washington, DC. The NRL has a requirement for the acquisition of 8-EDCS-3408A Antenna Position Controllers. The EDCS-3408-A Antenna Position Controller is a dual-processor system. The supervisory (COTS single board computer) provides the user interfaces (display, keyboard, mouse, network and peripherals). Microsoft Embedded Win CE 4.1 is the operating system running on the supervisory processor. The software is a re-hosted version of the EDCS-3402B code, written in C++. A co-processor directly controls the antenna pedestal interface cards: i.e. synchro-to-digital converter, front/rear panel interface, and relay control cards. The two processors communicate through a dual-port RAM card on the PC-104 bus. The coprocessor is a Rabbit Semiconductor core. Both processors are field programmable. EDCS equipment is currently in use by the organization. In order to maintain compatibility and functionality, this procurement must be for Antenna Position Controllers of the same type.
