AI Contract Overview
The Electronic Subcontract Reporting System (eSRS), launched on October 28, 2005, is now available for use by all civilian agencies and their contractors to report subcontracting accomplishments via the online portal at www.esrs.gov. At its Initial Operating Capability stage, the eSRS enables civilian contractors to submit both Subcontracting Reports for Individual Contracts and Summary Subcontract Reports electronically, replacing the previous paper forms SF-294 and SF-295. Agencies may grant a discretionary 60-day extension for report submissions following the system’s launch. However, the Department of Defense (DoD) contractors are exempt from using eSRS at this time and must continue submitting paper reports per existing contract instructions, with DoD implementation targeted for fiscal year 2006. For fiscal year 2004, civilian contractors—except those with General Services Administration (GSA) Federal Supply Schedule or NASA contracts reporting through their respective systems—are required to submit Summary Subcontract Reports through eSRS. No Individual Contract reports are required for 2004, and mid-year reports for 2005 are exempt for all contractors. By the end of 2005, civilian contractors must submit both end-of-year Summary and Individual Contract reports electronically within 60 days of eSRS availability. Contractors who have not submitted final reports for closed contracts in fiscal years 2004 or 2005 should do so now using eSRS. Support and further guidance are available through the eSRS website, SBA, and the Integrated Acquisition Environment contacts. This transition aims to streamline subcontracting reporting and ensure consistency across civilian agencies while maintaining DoD’s current processes until their system integration is ready.
