AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) became available for civilian agencies and their contractors as of October 28, 2005, enabling them to electronically submit their Subcontracting Reports for Individual Contracts and Summary Subcontract Reports. This system, operating at Initial Operating Capability, is part of the Integrated Acquisition Environment and replaces the formerly used paper SF-294 and SF-295 forms for most civilian contractors. Agencies have the discretion to grant a 60-day extension for filing these reports after the eSRS becomes available. However, Department of Defense contractors will continue submitting paper reports until eSRS implementation for DoD is targeted for the third quarter of fiscal year 2006, with formal notice to follow. Guidance clarifies that civilian contractors must now submit fiscal year 2004 Summary Subcontract Reports through eSRS, except for contractors affiliated with GSA’s Federal Supply Schedule and NASA, which are exempt if their reports are already submitted through agency-specific electronic systems. There is no requirement for submitting Individual Contract reports for 2004 or mid-year reports for 2005 via eSRS. All civilian contractors must submit both Summary and Individual Contract end-of-year reports for fiscal year 2005 electronically within 60 days after eSRS access, by December 31, 2005. Contractors are also urged to file any outstanding final reports for contracts closed in fiscal years 2004 or 2005 through the new system. For assistance, contractors are directed to contact their contracting officers or access information and support resources on the eSRS website.
