AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) was launched on October 28, 2005, to enable all civilian agencies and their contractors to electronically submit subcontracting accomplishment reports, replacing the previous paper-based SF-294 and SF-295 forms. The system operates at an Initial Operating Capability (IOC) level, allowing contractors to report both individual contract reports and summary reports through a unified online platform accessible at www.esrs.gov. This initiative is part of the broader Integrated Acquisition Environment (IAE) effort to streamline federal procurement reporting. Agencies have the discretion to allow a 60-day extension for submitting reports following the IOC date, easing the transition to this electronic system. However, Department of Defense (DoD) contractors were not included in this initial rollout and are expected to continue submitting paper reports until the eSRS becomes available to them, which is scheduled for the third quarter of fiscal year 2006. Civilian contractors are required to submit their fiscal year 2004 summary reports electronically, except those from the General Services Administration and NASA who utilize separate systems. Contractors are also exempt from submitting mid-year reports for fiscal year 2005 electronically, but end-of-year reports for 2005 must be filed in the eSRS within 60 days after the system opens for use, no later than December 31, 2005. Final reports for contracts closed in fiscal years 2004 and 2005 should also be submitted through the eSRS. For questions or assistance, contractors are advised to contact their contracting officers or consult resources available on the eSRS website and through the Small Business Administration.
