AI Contract Overview
The Electronic Subcontract Reporting System (eSRS) became available on October 28, 2005, for all civilian agencies and their contractors required to report subcontracting accomplishments. Operating at its Initial Operating Capability level, eSRS allows civilian contractors to electronically submit both the Subcontracting Reports for Individual Contracts and Summary Subcontract Reports. While civilian contractors are required to begin using eSRS for fiscal year 2004 and 2005 reports—with some exemptions such as contractors under the General Services Administration’s Federal Supply Schedule and NASA—Department of Defense contractors will continue to submit paper reports until further notice, as their implementation of eSRS is targeted for the third quarter of fiscal year 2006. The Office of Federal Procurement Policy has provided guidance allowing agencies to grant a 60-day extension for report submissions following eSRS availability. For fiscal year 2004, civilian contractors must submit Summary Subcontract Reports but are not required to submit Individual Contract reports through eSRS. No mid-year reports for fiscal year 2005 are required in eSRS, but year-end reports for both required report types must be submitted within 60 days of the eSRS availability, by December 31, 2005. Contractors are also reminded to submit final SF-294 reports for any contracts closed during fiscal years 2004 or 2005 via eSRS if they have not already done so. To reduce confusion with reporting deadlines and requirements, collaboration with the Small Business Administration has provided clear guidance, and support is available via the eSRS website, the SBA, and the Integrated Acquisition Environment for any inquiries.
