AI Contract Overview
Effective October 28, 2005, the Electronic Subcontract Reporting System (eSRS) was launched for use by all civilian federal agencies and their contractors to submit subcontracting accomplishment reports online. This system enables contractors to electronically file Subcontracting Reports for Individual Contracts and Summary Subcontract Reports, replacing previous paper forms. While civilian contractors are now required to use the eSRS for submitting fiscal year 2004 Summary Subcontract Reports and must submit both individual and summary reports for fiscal year 2005 through the system, Department of Defense contractors remain exempt until a targeted implementation in the third quarter of fiscal year 2006 and must continue submitting paper reports in accordance with existing contract instructions. Agencies have the discretion to grant a 60-day extension for report submissions following the system's Initial Operating Capability, which may affect due dates. Certain contractors, such as those under the General Services Administration’s Federal Supply Schedule and NASA using their own electronic reporting systems, are exempt from the fiscal year 2004 eSRS submission requirement. No mid-year reports for 2005 are required in eSRS at this time. Contractors closing contracts during FY 2004 or FY 2005 that have not yet submitted their final reports must do so through the eSRS. For support or clarifications, contractors are advised to contact their contracting officers or use resources available at the eSRS website, with additional assistance provided by the Small Business Administration and the Integrated Acquisition Environment.
