AI Contract Overview
The JBSA-Lackland Contracting Squadron is conducting a market survey under solicitation number F2MTRD6090A001 to identify small business contractors capable of providing comprehensive dry cleaning and laundry services at Joint Base San Antonio, Texas. This action is a sources-sought notification with a Total Small Business Set-Aside under FAR 19.5 and applies to NAICS code 812320, specifically targeting businesses in dry cleaning and laundry services. Contractors must demonstrate the ability to furnish all personnel, equipment, transportation, and supervisory resources to perform bulk laundry services, including pickup and delivery from their facility to designated locations within JBSA Lackland, primarily serving the 37 TRSS/CWF unit with delivery to Building 930. All laundry must be sorted by type, folded and stacked, then wrapped and sealed in clear plastic, following the specific packaging and finishing standards outlined in Technical Exhibit 1, which dictates bundle sizes and methods for items such as OCP coats and pants, brown T-shirts, overalls, civilian shirts, pants, and jackets—all requiring bundling, folding, and shrink-wrapping. Items requiring re-cleaning must be separately packed and clearly marked “Reclean,” and any under-quantity bundles must be identified on the packaging. Contractors are responsible for removing all packaging waste and providing refuse containers for disposal on base. Performance must meet stringent quality and safety standards aligned with CDC guidelines for environmental infection control, OSHA regulations, and Healthcare Laundry Accreditation Council standards, although HLAC certification is not mandatory. Laundry must be free of lead contamination, stains, objectionable odors, excess cleaning chemicals, bacteria, fungi, and fabric damage, and must smell fresh and clean without traces of soap or bleach. The contractor is required to implement a quality control program to prevent defective service and ensure consistent adherence to contractual specifications. Any non-conforming service must be corrected within 24 hours for general issues and within two hours for validated customer complaints or unsatisfactory inspections, all at no additional cost to the government. The Contracting Officer holds sole authority to modify contract terms, while the Contracting Officer’s Representative will conduct inspections using an Air Force-specific validation report as the official record of performance. Contractors must designate a primary point of contact and alternate with full operational authority, and must submit responses to the RFI by June 18, 2026, via email to the provided government contacts.
