The contract involves the procurement of a single unit of a rescue tool identified by NSN 7H-4240-016010477, with the technical data package version 001. The delivery terms are FOB origin, indicating the buyer takes possession at the seller’s location. This acquisition is being handled under a sole-source justification as authorized by FAR 6.302-1, meaning the Government intends to negotiate exclusively with one source due to the uneconomical nature of obtaining rights to data or reverse engineering the part. Although this is not a request for competitive quotes, other interested parties may express their interest or submit proposals within 45 days of the notice’s publication (or 30 days if under an existing Basic Ordering Agreement), and these submissions will help determine if competition is warranted. Award consideration will be contingent upon meeting specific qualification requirements outlined in the solicitation, including compliance with FAR clause 52.209-1, which pertains to responsibility matters. The acquiring office is the NAVSUP Weapon Systems Support Mechanical branch within the Department of Defense, located in Mechanicsburg, PA. The point of contact for inquiries is Joshua Eshleman, who can provide further information about qualification and procurement details. The Government emphasizes that it does not possess or own rights to the data needed for repair or purchase of this specialized rescue tool, reinforcing the rationale for sole-source negotiation.

The testing will focus on engine handling and Auxiliary Power Unit (APU) hoisting equipment, including bootstrap beam assemblies, bootstrap beam hoists, and APU lifting hoists located at Westover Air Reserve Base, Massachusetts.
