The Syracuse VA Medical Center plans to award a sole source contract to Syracuse University for the design and construction of a redundant steam line and condensate return system connecting the SU Steam Station and the Chilled Water Plant. This project is critical to maintaining continuous operation of essential infrastructure by providing an alternative steam supply in case the existing steam line becomes disabled due to natural disasters, terrorist attacks, or other emergencies. The work requires specialized knowledge and authorized access to Syracuse University’s steam generation plant, as the utility provider must perform construction on its property and manage connections to the larger system. Because Syracuse University is the only steam supplier to the medical center and holds the necessary permits and access rights, they are uniquely qualified to carry out this project. The estimated cost for the design and build services is between $150,000 and $1,000,000. This contract will be overseen by the Department of Veterans Affairs, ensuring that critical infrastructure needs are met to provide uninterrupted service to the Syracuse VA Medical Center.

The Syracuse VA Medical Center (VAMC) located at 800 Irving Avenue, Syracuse, NY 13210 intends to solicit for and subsequently award a sole source contract with Syracuse University (SU) for design and build services of a redundant steam line and condensate return between the SU Steam Station and Chilled Water Plant located at 500 East Taylor Street, Syracuse, NY 13244. The intent of this project is to better ensure continuous operation of critical infrastructure in the event of a natural disaster, terrorist attack or other event that disables the use of the existing steam line. The design and construction of this steam line and its connection to the larger system can only be done by the utility providing the steam as the utility requires special permit to perform construction on their property as well as access their property for the purposes of the design. Said A/E and/or construction firm would need to have knowledge of and access to Syracuse University's steam generation plant and would need authorization to work at SU. SU is the only available steam supplier to the Syracuse VAMC. Estimated project cost is between $150,000 and $1,000,000.
