AI Contract Overview
The Electronic Subcontract Reporting System (eSRS), available since October 28, 2005, enables civilian agencies and their contractors to electronically submit subcontracting accomplishment reports, replacing the previous paper forms SF-294 and SF-295. This initial operating capability allows civilian contractors to file both individual contract reports and summary reports via an integrated online platform hosted at www.esrs.gov. Guidance issued in late 2004 and early 2005 permits agencies to grant a 60-day extension for submitting reports after the eSRS becomes operational. While civilian contractors are required to use eSRS for fiscal year 2004 summary reports and all fiscal year 2005 end-of-year reports, Department of Defense contractors must continue submitting paper reports until formally notified of eSRS availability, expected in the third quarter of fiscal year 2006. To minimize confusion during this transition, specific exemptions apply: no submission of individual contract reports into eSRS is required for fiscal year 2004, nor mid-year reports for fiscal year 2005 for any agency contractors. Contractors from the General Services Administration and NASA already using their own electronic reporting systems for fiscal year 2004 are exempted from submitting those reports into eSRS. Contractors are reminded to submit final reports for completed contracts from fiscal years 2004 and 2005 through eSRS where applicable. For assistance or questions regarding these reporting requirements, contractors are directed to consult their contracting officers or visit the eSRS website, with additional support available via SBA and Integrated Acquisition Environment contacts.
