The Department of Defense's Research Development and Engineering Command plans to award a sole source contract to UXB International Inc., located in Blacksburg, Virginia, for the replacement of inner and outer door seals on an explosive containment chamber (ECC). This ECC, originally designed and manufactured by Dynasafe in Sweden, requires specialized parts and labor for maintenance, which UXB International, as the North American distributor of Dynasafe products, is uniquely positioned to provide. The contract will cover a six-month period following award, under NAICS code 811310 with a size standard of $7 million. The procurement is justified under FAR 6.302-1 due to only one responsible source being able to meet the agency’s requirements, thus allowing for a non-competitive award. This contract notice, issued by the Department of Defense at Aberdeen Proving Ground, Maryland, does not constitute a formal solicitation or restrict acquisition methods. Interested parties were invited to submit questions or comments via email by June 9, 2010, with telephonic inquiries expressly not accepted. The government retains full discretion over competition decisions based on responses to the notice. This procurement underscores the necessity of specialized expertise and distribution rights held solely by UXB International, ensuring the critical maintenance and safety of the explosive containment system.
