(5) ELEVATORS MODERNIZATIONS AND UPGRADES PROJECT Pre-Bid Site Visit on July 16 , 2025 at 1:00pm

Grambling State University is soliciting bids for the modernization and upgrade of existing hydraulic elevators across four campus buildings, with a specific focus on Stewart Hall, under solicitation number 50018-270000. The project requires in-place modernization of a three-story hydraulic elevator including repairs and modifications to hoistways and machine rooms to maintain existing two-hour fire-rated construction, while ensuring full compliance with ADA standards such as Figure 407.2.2.2 for visible signals, 407.2.2.3 for audible signals, and Figure 407.2.3.1 and 407.2.3.2 for signage, including Braille markings on speaker telephones. All work must adhere to ASME A17.1-2019 and ASME A17.2-2020 standards, and materials like exposed stainless steel must meet ANSI Type 302/304 specifications with a brushed #4 finish per ASTM A167. A data plate indicating hydraulic fluid characteristics must be installed on tank framing, and all disconnect switches and machine room doors must be clearly labeled. Bidders must submit detailed floor plans, a progress-schedule-phasing plan, two copies of equipment descriptive data, and method of fastening for approval. All equipment must be new and from approved brands; substitutions require prior written approval from the Purchasing Department. The contract employs an all-or-none award basis to the lowest responsible and responsive bidder, with evaluation subject to pass/fail gates including strict adherence to net 30 payment terms, full compliance with mandatory requirements, submission of comparable product documentation, and certification that the bidder and all subcontractors are not suspended or debarred under federal or state law. The contract mandates comprehensive safety and compliance protocols including a written safety program, full OSHA and EPA/LDEQ adherence, and compliance with the Copeland Anti-Kickback Act and Clean Air Act Section 306. Bidders must be in business for at least three years, be authorized dealers for all equipment, and provide proof of insurance covering workers’ compensation, employer’s liability, general liability, and automobile liability, naming Grambling State University as an additional insured with waiver of subrogation.
