50 Nye Road Parking Lot Improvements- Light Poles and Fixtures Installation

The Town of Glastonbury is soliciting bids for the furnishing and installation of exterior parking lot illumination light poles and fixtures at 50 Nye Road to support the reconstruction of a new parking lot. The project, identified as GL-2026-32 and linked to DOT Project 53-0202, requires the installation of nine Type SA3 light poles and fixtures, eleven Type SA4, three Type SA5, and one ground-mounted light fixture, all to be installed according to specified plans and manufacturer guidelines, and in full compliance with federal, state, and local electrical codes. Bids must be submitted electronically through the secure BonfireHub portal by the deadline of July 7, 2026, and must include a non-refundable bid bond equal to at least 10% of the base bid, with the original bond mailed separately. The successful bidder will be required to provide full performance and labor and material payment bonds, along with comprehensive insurance coverage naming the Town of Glastonbury and the State of Connecticut as additional insureds on a primary and non-contributory basis. The work must be substantially completed within 30 days of commencement, excluding the winter shutdown period from December 1 through March 31, and all materials must meet Buy America requirements. The contract is governed by Connecticut state labor laws, including prevailing wage requirements under General Statutes Section 31-53, and contractors must comply with the Americans with Disabilities Act, affirmative action policies, and non-discrimination provisions enforced under state and federal law. Contractors must also submit certified documentation for materials, shop drawings, and compliance with consumer data privacy statutes, and demonstrate a good faith effort to allocate at least 25% of the work to DAS-certified small and minority-owned businesses, with 25% of that portion going to minority, women, or disabled-owned businesses. Retainage of 5% will be withheld until final acceptance, with an additional 2% retained until an affirmative action plan is approved by the Commission on Human Rights and Opportunities. All work must be coordinated with the Town’s on-site supervisor, and records must be maintained for three years after final payment. The award will go to the lowest responsible and qualified bidder, as determined by bid total cost calculated from unit prices and quantities.
