The US Air Force Academy plans to award a purchase order through simplified acquisition procedures to Coherent Laser, Inc. for a specialized laser system intended for academic and research use at the Academy’s Physics Laboratory. The contract covers an 18 Watt continuous wave, single longitudinal mode pump laser (model Verdi V18), along with a regenerative Ti:Sapphire laser amplifier and a second harmonic generator for REGA output. The laser system must deliver output wavelengths of 852 nm and 426 nm at a repetition rate exceeding 250 kHz, with pulse widths under 1 picosecond at 852 nm. Key technical specifications include a non-mode-hop, single longitudinal-mode output with a linewidth under 5 MHz, noise performance below 0.03% rms from 10 Hz to 1 GHz, and strict design requirements that exclude multi-axial designs due to mode-beating noise. The system must allow pump diode replacement without altering laser head positioning or requiring realignment, and incorporate an automatic, continuous optimization of pump diode wavelength to maximize efficiency and diode lifespan. Compatibility with the Academy’s existing Verdi-V10 and MIRA 900 laser systems is mandatory. Coherent Laser, Inc. has been identified as the sole source capable of providing a system meeting these stringent requirements, coupled with an onsite service and repair group. The agency has declared the supplies and services are available from only this vendor, and no other alternatives meet the operational needs. Interested parties were invited to demonstrate capability or interest before a cutoff date, but the intention is to proceed with a sole source award absent evidence of a superior alternative. The contract is issued under solicitation FA7000-04-R-0081 and the acquisition is managed by the Department of Defense office located at the US Air Force Academy in Colorado.

Full Description

Operational Contracting, US Air Force Academy intends to award a purchase order utilizing simplified acquisition procedures to Coherent Laser, Inc. for an 18 Watt CW SLM pump laser, model Verdi V18, regenerative laser amplifier Ti: Sapphire, and second harmonic generator for REGA output. This item service is being acquired for academic and research applications at the US Air Force Academy Physics Laboratory. The required laser system must deliver output at 852nm and 426 nm at repetition rate > 250 kHz and with typical pulses of width under 1pSec at 852nm. The laser must deliver non-mode-hop, single longitudinal-mode output; i.e., line width must be under 5MHz. Systems based on multi-axial design (MAD or QMAD) are not acceptable because of the mode-beating noise inherent in this design. The laser must have a noise performance of lower than 0.03% rms from 10Hz to 1GHz. When replacing pump laser diode modules the laser head position and beam propagation path must not change, nor shall the laser cavity require any realignment or exposure to the laboratory environment. The pump diode module and the delivery fiber must detach from each other. The delivery fiber must be single core and not detach at the laser head when replacing the laser pump diode module. The laser system must automatically and continuously optimize the pump diode wavelength in order to maximize optical conversion efficiency and to ensure maximum pump diode lifetime. Systems that use an assumed pre-programmed decay rate are unacceptable. The laser system must be compatible with, and will be seeded with the Academy's existing Verdi-V10 and MIRA 900 Laser system. Coherent has been found to be the only vendor who manufactures a complete laser system that meets the Academy's experiment requirements and is also equipped with a service and repair group capable of making all repairs on-site and in a timely manner. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. Interested persons may identify their interest and capability to meet this requirement. This Notice of Intent is NOT a request for competitive proposals. If no response is received by 3 Sep 2004 04:00PM, MDT, to the effect that comparable supplies and/or services are available that would be more advantageous to the Government than obtaining these supplies and or services though a sole source procurement with Coherent Laser, Inc., a sole source award will be made

The 10th Contracting Squadron at the United States Air Force Academy (USAFA) is soliciting a firm-fixed-price contract for non-personal ground ambulance services. This set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) requires the contractor to provide all personnel, equipment, and medical supplies necessary to deliver continuous Advanced Life Support (ALS) and Basic Life Support (BLS) coverage. The scope of work covers the USAFA installation in Colorado, the Interstate 25 corridor between mile markers 150 and 157, and patient transport to Colorado Springs hospitals and Evans Army Community Hospital at Ft Carson. Additional requirements include airfield coverage during active flight operations and standby support for designated athletic and special events. The period of performance begins with a phase-in period ending March 20, 2027, followed by a base year and one option year, with a potential six-month extension. Award will be based on the best value, evaluating price and past performance. Key personnel, including a Program Manager, Alternate Program Manager, and Medical Director, must be on board 45 days prior to the contract start. Contractors must maintain specific insurance minimums, including 500,000 dollars for general liability and 100,000 dollars for workmen's compensation, and adhere to Colorado and El Paso County emergency medical service regulations. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Quotes are due by November 19, 2026, and must be submitted via email in three parts: a cover letter, a price quote using the provided pricing schedule, and past performance information.

USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
