The U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source contract to Wildlife Acoustics, Inc. for the purchase of 20 autonomous recording units (ARUs) designed to detect Eastern Black Rails in marshes across South Atlantic states. This procurement falls under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii) for purchases below the Simplified Acquisition Threshold, allowing for no competitive solicitation due to the unique availability of the product. The key features required include ruggedness and weather-proof capabilities suitable for the harsh environmental conditions during the Black Rail breeding season, compatibility with equipment currently used by the Florida Fish and Wildlife Conservation Commission, and the ability to be configured via an iPhone app, which is exclusive to Wildlife Acoustics. The contract is classified under NAICS code 334310, relating to audio and video equipment manufacturing, and PSC code 5835 for electronic and communication equipment. While this notice is not a request for competitive quotes, interested parties that believe they can fulfill the requirement may submit a written statement of capabilities with evidence supporting the advantage of competition. Submissions must be made by email exclusively, in Word or PDF format, by the specified deadline, and no telephone inquiries or offers will be accepted. Any costs incurred in responding to this notice will be borne by the responding parties without government reimbursement.

The object of this sole source award is to require the purchase of 20 autonomous recording units (ARUs) to detect Eastern Black Rails in marshes in the South Atlantic states. We are seeking units that have been vetted in the field by Black Rail experts.
