The Naval Air Systems Command plans to negotiate a sole-source cost-type contract with Sierra Nevada Corporation (SNC), based in Reno, Nevada, for the production of a Radar Control Group and antenna system encoders designed as part of the AN/SPN-46 (V) 3 Aircraft Carrier Landing System (ACLS). The contract will initially cover the delivery of approximately two Engineering Development Model units in Fiscal Year 2005, followed by options for two additional one-year production phases in Fiscal Years 2007 and 2008, which could result in around 13 production units. Deliveries are scheduled to begin roughly 12 months after the contract award, with a total estimated contract value of $30 million, including the options. Sierra Nevada Corporation is the sole developer of the Radar Doppler Video Processor, a critical component and interface for the ACLS system, and is uniquely positioned to fulfill this requirement due to its proprietary technical expertise and data. This exclusivity is recognized under Title 10 U.S.C. 2304(c)(1), justifying the sole-source nature of the contract. The solicitation is categorized under NAICS code 334511 and is managed by the Naval Air Systems Command office located in Patuxent River, Maryland. The procurement is part of the Department of Defense’s efforts to maintain and enhance carrier-based landing systems with advanced radar technology.
