The U.S. Department of the Interior, Minerals Management Service, plans to issue a firm-fixed price, sole source contract to QWIP Technologies, LLC for a Focal Plane Array (FPA) with a pixel size of 1024 x 1024. This specialized array is required by the Redstone Technical Test Center's Subsystem Test and Analysis Branch to calibrate the Objective MIRSP projector, which has an identical pixel size, ensuring a one-to-one pixel ratio. Due to the unique specifications and critical compatibility needs, QWIP Technologies is the only known supplier capable of providing the required equipment. Using a different vendor would necessitate costly software redevelopment and hardware integration, with risks of substandard performance. The supplied FPA is intended to be provided as Government Furnished Equipment (GFE) to Lockheed Martin/Santa Barbara Focal Plane and integrated into their Long Wave Infrared Camera by August 2, 2004. This procurement will be executed as a non-competitive purchase order under FAR Part 13.5 and section 6.302-1, confirming that only one responsible source exists and no alternative supplies meet the agency’s requirements. The action is conducted under the authority of the Department of Interior Franchise Fund and is not a solicitation for competitive quotes; however, any information received by July 16, 2004, will be reviewed at the government's discretion. For inquiries, communication is limited strictly to email with the point of contact being Mathew Ridolfi at the Minerals Management Service, with telephonic inquiries explicitly discouraged. This sole source contract reflects the agency’s need to avoid delays and additional costs while ensuring mission-critical equipment quality.

Full Description

The U. S. Department of the Interior, Minerals Management Service, intends to make a firm-fixed price, sole source award to QWIP Technologies, LLC, Altadena, CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. The Redstone Technical Test Center's Subsystem Test and Analysis Branch require a Focal Plane Array (FPA) with a pixel size of 1024 x 1024. This array will be used during calibration of the Objective MIRSP projector of the same pixel size. It has been determined that a one-to-one pixel ratio is ideal. Currently, QWIP Technologies is the only vendor that manufactures an array of this size. This array is required to be supplied as GFE to Lockheed Martin/Santa Barbara Focal Plane, to integrate into their Long Wave Infrared Camera no later than 2 August 2004. In order to use another vendor's array would require writing new software and accomplishing hardware integration with the existing camera. Therefore, due to time, compatibility, and related cost issues, no other vendor other than QWIP Technologies meets the requirements. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. Award to a vendor other than QWIP Technologies would result in the acquisition of substandard equipment that will not meet mission requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST July 16, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Mathew Ridolfi, MMS, Procurement Operations Branch, 381 Elden Street, MS 2510, Herndon, VA 20170. Questions must be emailed to Mathew Ridolfi at contact@example.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.

Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027.
