The 48th Contracting Squadron at RAF Lakenheath plans to award a sole source Purchase Order to Adaptive Eyecare Limited for a specialized type of eyeglasses. These glasses feature an innovative design utilizing two Mylar plastic sheets with a variable chamber of silicon oil between them, which adjusts the lens refraction from +6 to -6 power. This technology, patented and manufactured solely by Adaptive Eyeware under the design of Professor Josh Silver, addresses both distance and near sight correction for over 90% of users requiring vision correction. The unique adaptability of these glasses makes them the only product of their kind currently available on the market. The procurement is based on FAR Part 6.302-1, allowing sole source awarding due to the unique patent ownership and lack of alternative suppliers. However, firms capable of meeting the requirements are invited to notify the Contracting Officer within 15 days of the synopsis date to be considered for potential future competitive procurements. Any such notifications will not affect the current award decision but will help determine if future competitions are warranted. The contracting officer in charge of this procurement is Alan D Rose, and all inquiries or notifications should be directed to him.

The 48th Contracting Sqn, RAF Lakenheath, UK intends to award, on a sole source basis, subject to availability funding, a Purchase Order to Adaptive Eyecare Limited, UK. The procurement is for glasses which are an infinitely prescribable eye glass that utilizes two sheets of Mylar plastic, separated by a changeable chamber of silicon oil. The amount of silicon oil between the plastic sheets changes the refraction of the lens from +6 to -6 power. These glasses meet the needs of over 90% of all people that require correction. They also correct for both distance and near sighted deficiencies. The manufacturer of the Adaptive Eyeware product is the sole patent holder of this technology. These glasses were designed by Professor Josh Silver, and he is also the sole manufacturer of this product. There are no other known adaptable eye glasses on the market. The authority for this sole source procurement is FAR Part 6.302-1 Firms who believe they can provide the requirement are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future, and will not be considered for this award. As per Note 22.
