The Department of Veterans Affairs plans to negotiate a sole source contract to acquire one Zeiss Humphrey Visual Field Analyzer 3, Model 860 (HFA3 Model 860) along with necessary accessories including Liquid Trial Lens, RelEye, Kinetic, GPA, HeadTrk, Gaze Trk, Printer, and Table for the Chillicothe VA Medical Center and its associated Community-Based Outpatient Clinics (CBOCs). This purchase is critical to maintaining the standard of care in the eye clinics, as the current visual field machines are either non-functional or beyond their end-of-life date. The requested model is uniquely compatible with the existing FORUM Server and software already in use at these facilities, allowing seamless integration with historical patient data and continuing accurate evaluation of disease progression without compromising quality of care. The Government has determined that Zeiss, through its authorized small business distributors, is the only responsible source able to fulfill this requirement in accordance with FAR 6.302. Since Zeiss does not sell directly to the VA, the purchase will be made from an authorized small business distributor who offers the lowest priced technically acceptable quote. Market research confirmed no alternative suppliers or brands could meet the integration needs, making this a sole source acquisition. Potential vendors are invited to submit written notifications within seven calendar days if they believe they can meet the requirements, but the Government reserves the right to proceed without further competition if no other capable vendors come forward. Installation and training for the equipment are included in the procurement to ensure proper use at the Chillicothe VA Medical Center and its associated CBOCs.
