The National Institutes of Health, Office of the Director, Office of Acquisitions, is issuing a non-competitive combined synopsis and solicitation for a one-year OEM PREMIUM PLUS service contract to Hamilton Company for the maintenance and support of a Hamilton Microlab VANTAGE 1.3m liquid handling instrument with serial number 100248C2VC located at the NIAID Vaccine Research Center. This acquisition is conducted under FAR 12.603 and 6.302-1, allowing for a sole-source award because Hamilton is the original equipment manufacturer and the only responsible source capable of providing OEM-level preventive maintenance, calibration, proprietary diagnostics, factory-trained field service, and genuine replacement parts necessary to keep the instrument operating to manufacturer specifications. The solicitation number is 75N98026Q00923, and the contract will be awarded on a firm-fixed-price basis without full and open competition, as the requirement does not exceed the simplified acquisition threshold and is justified under the authority of 41 U.S.C. 1901. Solicitation # 36C25226Q0648
The Department of Veterans Affairs through the VA Great Lakes Acquisition Center intends to enter into a sole source contract with Change Healthcare Technologies, LLC for comprehensive support of the Picture Archiving and Communication System across VISN 12 facilities and selected CBOCs with on-site Radiology PACS systems. This support includes full product and operating system licensing, software updates, hardware replacements, technical assistance, downtime resolution, and clinical applications support, with Change Healthcare Technologies, LLC identified as the sole authorized OEM provider. All potential vendors must submit capability statements by August 6, 2026, to demonstrate they can meet the stringent requirements: proof of being an authorized OEM distributor with formal documentation per clause 852.212-71(c), evidence of ability to provide new OEM-only licensing and software updates, certification of all technical staff by the OEM, authorization to utilize OEM billable services, and capability to supply OEM-certified hardware. No used, refurbished, remanufactured, gray market, or counterfeit items are permitted under VAAR 852.212-71. Responses must be emailed as Word or PDF attachments to Eileen Meyer at eileen.meyer@va.gov, with no telephone inquiries accepted.
