The Department of Veterans Affairs, through the VISN 10 Network Contracting Office at the Louis Stokes Cleveland Veterans Affairs Medical Center, plans to award a sole source contract to L1 Enterprises Inc., recognized as the only authorized Distributor of the required Karl Storz Video Integration equipment. This procurement encompasses the supply of video integration equipment, including 4K camera units, monitors, LED light sources, endoflators, control modules, printers, camera heads, cables, and related installation and setup to support the operating rooms at the medical center. The equipment specification aligns with existing KARL STORZ systems currently in use at the facility, ensuring seamless integration and continuity of care, particularly regarding image capture, light source control, and streaming encrypted surgical footage to authorized users. The contracting action is justified under statutory and regulatory provisions allowing sole source procurement from a verified service-disabled veteran-owned small business, with L1 Enterprises being the sole capable SDVOSB source. The estimated delivery of equipment is within 90 days after receipt of order, and the total procurement falls under the simplified acquisition procedures with an anticipated value up to $5,000,000. The agency has invited other firms believing they can fulfill the requirements to submit evidence within five business days of the announcement, though no solicitation documents have been released. Should no viable alternative sources respond by the deadline, the government intends to proceed with the award to L1 Enterprises to maintain the standardization and operational integrity of critical surgical video systems at the Cleveland VA Medical Center.
