AI Contract Overview
The Network Contracting Office 16 of the Department of Veterans Affairs intends to award a sole-source, firm-fixed-price Blanket Purchase Agreement to Quidelortho Sales Company, LLC, for the Ortho Vision analyzer and all associated reagents, consumables, and service support required by the Central Arkansas Veterans Health Care System. The acquisition is justified under GSAR subpart 538.7104-3(b)(ii) due to the proprietary nature of the Ortho six-well gel card technology and the IDS-MATS Gel Card systems, which are incompatible with equipment or supplies from any other vendor. The full range of authorized consumables includes MTS A/B/D MONO and REV GRP cards, Anti-IgG cards, buffered gel cards, Ortho Daily QC kits, specialized dilution trays, pipette tips, and proprietary reagents such as AFFIRMAGEN, RESOLVE A and C, and 7% BSA, all of which are exclusively available through Quidelortho Sales Company, LLC. The contract will be awarded on October 1, 2026, with a performance period of up to five years, including options, and no competitive bidding will occur unless a qualified party submits clear and convincing evidence that competition would benefit the government. Interested parties must respond by email to the Contracting Officer by May 28, 2026, no later than 10:00 a.m. CST, with the required subject line to be considered. Responses must demonstrate technical capability and compatibility with the existing infrastructure, and no telephonic inquiries or late submissions will be accepted. The NAICS code for this procurement is 325413, with a size standard of 1,250 employees, and the vendor is designated as a large business. No formal contract clauses, evaluation factors, pricing details, or packaging requirements are specified beyond the sole-source determination, as this notice serves purely as a pre-award informational announcement.
