SPECIAL NOTICE NOTICE OF INTENT TO AWARD SOLE SOURCE
I. The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056 in support of Central Arkansas Veterans Health Care System (CAVHCS), intends to solicit and award Sole Source, Firm-Fixed-Price, Blanket Purchase Agreement (BPA) with one Large Business source, Quidelortho Sales Company, LLC.

CAVHCS has a requirement for brand name ortho vision analyzer to include reagents, service support and consumables that are already compatible with the government owned ortho workstations immunohematology analyzer. To include current inventory inclusive of cartridges, reagents and controls. Ortho has a six-well gel card that only works with government owned ortho workstations currently in use at the CAVHCS.
Quidelortho Sales Company, LLC., is currently the only authorized provider for the analyzers, reagents, controls, consumables and service support for the ortho vision analyzer, ortho workstations and IDS-MATS Gel Card systems.
The instrument is designed to automate in vitro immunohematology testing of human blood utilizing ID-Micro Typing System (ID-MTS ) gel card technology. The ortho vision analyzer automates test processing functions including liquid pipetting, reagent handling, incubation, centrifugation, reaction grading and interpretation, and data management requirements using cards and digital image processing.

II. The North American Industry Classification (NAICS) code for this acquisition is 325413, In-Vitro Diagnostic Substance Manufacturing. Size Standard 1250.
III. This procurement is being conducted under General Services Acquisition Regulation (GSAR) subpart 538.7104-3(b)(ii)-Soliciting from a single source. IV. The anticipated award date is October 1, 2026. The Government intends to award a Firm-Fixed-Price Blanket Purchase Agreement (BPA). Period of performance will be the awarded BPA with option periods not exceeding five (5) years or sixty (60) months.
V. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical capability to provide brand name ortho vision analyzer, reagents, maintenance and consumables. The contractor shall communicate its technical capability to provide compatible consumables, products and service support that will not duplicate the government cost. The government reserves the right to verify any request for additional documentation submitted.
VI. Interested parties shall identify their interests, provide information mentioned in section V of this document and capability to meet the government requirements and respond to this notice within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
