The Department of Veterans Affairs at the Albuquerque VAMC plans to enter into a sole source negotiation with Uhlmann Packaging Systems for the procurement of Uhlmann B-1240 thermal forming machine parts, specifically ink rollers and housing units. These components are uniquely compatible with the existing HAPA printer used by the department, which is essential for accurately producing colored identification markings on the rear side of ACLAR/Hard Temper Foil blister packs. Uhlmann Packaging Systems is identified as the sole source because they hold all documentation and maintenance history for both the B-1240 unit and the HAPA printer, which operate as a matched set requiring specialized tracking. Although this is a sole source procurement under FAR 6.302-1, interested and capable parties are invited to submit a capability statement by 4:00 PM EST on May 1st to the designated contracting official via email; no phone inquiries will be accepted. The government retains full discretion over the decision to forego competitive proposals based on the responses received.
