66 -- Forensic Imaging System

The Bureau of Alcohol, Tobacco, and Firearms is seeking to procure a forensic imaging system consisting of a high-resolution continuous tone printer, a Sterling Diagnostic (AGFA) Model DSI-100 printer with 600 x 6000 dpi resolution, dry ink transfer technology, network capabilities and an upgraded warranty that includes full unit replacement during repairs. Additionally, the requirement includes an Ultra High Resolution Retiga 1350 EX Digital Camera designed for latent print capture and analysis with a Firewire interface, 12-bit digitization at 1392 x 1040 resolution, peltier cooling with an IR filter, Nikon lens compatibility, and integrated Qcapture software. Also requested is an RGB Liquid Crystal Color Filter module compatible with the camera models specified to ensure true RGB color capability. This procurement is set aside completely for small businesses, although consideration will be given to large businesses if small businesses cannot meet the requirements. The contract will be awarded based on a best value basis under Simplified Acquisition procedures (FAR subpart 13.5), requiring offers to include detailed descriptive literature to demonstrate technical compliance. Award decisions will consider technical quality and past performance alongside cost, with the government potentially paying a premium for offers that provide superior overall value despite higher prices. Offers must be submitted via fax to the Bureau of Alcohol, Tobacco, and Firearms within five days of the publication date, with no formal solicitation being issued.
