The Department of Veterans Affairs Network Contracting Office 8 plans to award a sole source, firm fixed price contract to Abbott Laboratories, Inc. for maintenance and support services of Leica Peloris Tissue Processor and Leica Bond III IHC Strainer equipment. The work will be performed at the Veterans Affairs Medical Center in Orlando, FL, and involves a base year plus four one-year option periods. This contract is justified under a statutory exception for sole source procurement because Abbott is the only provider capable of satisfying the agency's requirements, including supplying certified service engineers trained in Leica Biosystems equipment and ensuring FDA compliance. The services include on-site planned maintenance inspections, replacement parts, monitoring of equipment, and installation of any replacement components. The Government has issued this notice not as a solicitation for competitive quotes but as an opportunity for Federal Supply Schedule Contractors to express interest if they can meet the requirements prior to the response deadline. Responses received by November 7, 2014, will be reviewed, but the Government reserves sole discretion to proceed with the sole source award to Abbott Laboratories. The contract work falls under NAICS code 811310 and involves maintaining sophisticated laboratory systems currently owned and operated by the Veterans Affairs Medical Center. All inquiries are to be submitted via email, and telephone requests will not be accepted.
