The National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract with Dionex Corporation to purchase a software upgrade for an existing Dionex DX-600 ion chromatography system. This upgrade is necessary to support the integration of an autosampler, which will automate chromatographic elemental speciation measurements when coupled with an existing inductively coupled plasma mass spectrometer (ICP-MS). The new software will enable seamless operation and communication between the upgraded autosampler and existing Dionex instrumentation, ensuring the entire system functions as a cohesive unit. This sole source acquisition is justified on the basis of maintaining full compatibility with existing NIST equipment, as Dionex Corporation is the exclusive manufacturer of the proprietary software and firmware required for this integration. Dionex does not use resellers or distributors, making them the only source for these items. While the notice is not a solicitation for competitive quotations, any responses submitted by the deadline of June 1, 2007, will be considered by the Government to determine whether to proceed with a competitive procurement. The acquisition relates to the NAICS code 541511 and is managed by NIST’s Acquisition Management Division within the Department of Commerce.

Full Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Analytical Chemistry Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Dionex Corporation of Sunnyvale, California, to purchase a software upgrade for an existing Dionex DX-600 ion chromatography system. The software is required in order to accommodate the instrumental upgrade to include an autosampler. The autosampler functionality will aid in the automation of chromatographic elemental speciation measurements by coupling the DX-600 system to an existing inductively coupled plasma mass spectrometer (ICP-MS). In addition, the software equipment and software upgrade will allow all of the new and existing Dionex components to operate as one system. Sole source determination is based on the following: The required items will be used to integrate with existing NIST equipment. Sole source determination is based on the need to maintain 100 percent compatibility with existing equipment at NIST. Dionex Corporation provides the proprietary software and proprietary firmware necessary for the automation and communication of the existing DX-600 chromatography instrumentation modules with the new autosampler. Dionex Corporation manufacturers its products and does not utilize resellers or distributors. The items are only available from Dionex Corporation. This notice of intent is not a request for competitive quotations; however, responses received on or before June 1, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
