The Air Force Flight Test Center at Edwards Air Force Base plans to award a sole source, firm-fixed-price contract to the Georgia Tech Research Corporation for the development of testable prototypes of ultra-high melting, recession-resistant carbide/metal composite rocket nozzles and plates. This contract, referenced as F1SBAA6131BG01 and due by June 21, 2006, involves advancing the fabrication of high-density ZrC/W rocket nozzles using a patented reactive infiltration process called Displacive Compensation of Porosity (DCP). The DCP process combined with a 3-D rapid prototyping printing method enables cost-effective production of complex-shaped, near net-shaped carbide/tungsten rocket nozzles intended for solid fuel rocket applications, focusing on strength and erosion resistance. The acquisition will follow simplified acquisition procedures under Federal Acquisition Regulation part 13 and is unrestricted, with a focus on technical proposals demonstrating the ability to meet the government's requirements. Submissions should include any special considerations for research and development contracts and must be received by 4:00 p.m. Pacific Standard Time on June 22, 2006. The effort aims to enhance prototype development speed and quality for AFRL's needs, with all responses directed to the AFFTC Directorate of Contracting at Edwards AFB. This notice does not request competitive proposals but serves as an information-gathering process to determine whether competition is justified.

PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT, AND MATERIAL OFFADD: AFFTC/PKT Directorate of Contracting, 5 S. Wolfe Ave., Edwards AFB, CA 93524 SUBJECT: FURTHER DEVELOP TESTABLE PROTOTYPES OF ZrC/W ULTRA HIGH MELTING, RECESSION-RESISTANT CARBIDE/METAL COMPOSITE ROCKET NOZZLES AND PLATES REF NO.: F1SBAA6131BG01 DUE: 21 June 2006 POC: Deanna Wright, contact@example.gov; +1 (555) 000-0000 (ph), +1 (555) 000-0000 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) part 13. - Offeror Representations and Certifications per 52.213-4 -- Terms and Conditions - Simplified Acquisitions (Commercial Items , Simplified Acquisition Procedures, to Georgia Tech Research Center. This acquisition is unrestricted. The NAICS code is 541710. The following item will be procured: AFRL has a requirement to enhance the application of high strength, erosion resistant rocket nozzles that will be used in solid fuel rocket applications. AFRL is interested in having the ability to rapidly make testable prototypes of high density ZrC/W rocket nozzles. The Georgia Tech Research Corporation (GTRC) is uniquely qualified to assist AFRL in this research. GTRC has developed and patented a novel reactive infiltration (Displacive Compensation of Porosity, or DCP) process that will be used to fabricate dense, near net-shaped ZrC/W-based rocket nozzles and plates. The DCP process provides a low cost route to complex shape carbide/tungsten rocket nozzles. In this work, a 3-D rapid prototyping printing process will be used to fabricate the pre-form shapes. Such combined use of a 3-D printing process and the DCP process provides an attractive means of fabricating prototype rocket nozzle parts for testing. Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a Research and Development contract in accordance with FAR Part 13. Anticipated Award date is 22 JUNE 2006. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, 22 Jun 2006. Responses should be submitted to: Directorate of Contracting, AFFTC/PKTA (Attn: Deanna Wright), 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA 93524-1185, Fax: +1 (555) 000-0000 or email: contact@example.gov. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
