AI Contract Overview

The Department of Veterans Affairs plans to award a sole source contract for advanced AI and cluster supercomputing resources to support research in traumatic brain injury, PTSD, stroke, spinal cord injury, and aging. This effort involves procuring specialized computing units, including Normalized Computing Units, Blue Storage, and Normalized Graphics Processor Units, from the University of Florida, which has a direct affiliate relationship with the Malcom Randall Veterans Affairs Brain Rehabilitation Research Center. The equipment is intended to integrate with an existing academic cluster, and no alternatives or substitutes are considered adequate or compatible, making sole source procurement necessary to maintain capability and avoid costly transitions. This contract will not be publicly solicited due to the unique nature of the supplier and the specific networking requirements. The procurement falls under NAICS code 541715 and is authorized under FAR 6.302.1-1, which allows for sole source awards when only one responsible source exists. Interested parties may contact the designated Contracting Officer, Ann Marie Stewart, for further information. The decision to open this acquisition to competition remains at the Contracting Officer's discretion.

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for the Advanced AI and cluster supercomputing resources for data analysis, modeling and related work supporting TBI, PTSD, Stroke, SCI and Aging research. This includes the purchase of Normalized Computing Unit (NCU) 186 EA, TB Blue Storage (BSU), and Normalized Graphics Processor Unit (NGU) 20 EA with the University of Florida, 1523 Union Rd Rm 207, Gainesville, FL 32611-1941 for the Malcom Randall Veterans Affair, Brain Rehabilitation Research Center, 1601 S.W. Archer Road, Gainesville, FL 32608. Due to the affiliate relationship with the Malcom Randall Veterans Affair, as well as the fact that this equipment will directly connect to a specific cluster at the academic affiliate. There are no alternates or substitutes with which are adequately networked or able to use. This purchase extends and enhances the ongoing use of this system. Any transition to an alternate not only would result in inferior capability and useability but would incur substantial transition costs and effort. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 541715 with a 1000 employee size standard. The PSC is 6640. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. Interested persons may contact the Contracting Officer via email at contact@example.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.

Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Pioneering Aerospace Capabilities, Engineering and Research
Solicitation # FA2391-23-S-2403
The Pioneering Aerospace Capabilities, Engineering and Research (PACER) program, under solicitation FA2391-23-S-2403, is a comprehensive Broad Agency Announcement issued by the Air Force Research Laboratory (AFRL) Aerospace Systems Directorate. This open, two-step solicitation is designed to fund research and development efforts that mature novel aerospace concepts and technologies to appropriate technology readiness levels, specifically targeting transformative capabilities for the warfighter. The program encompasses a wide array of specialized calls, including efforts for hypersonic weapon concepts (HAMWC), automated air-to-air refueling (CRONUS), advanced propulsion and power systems (SNAPP, AEPO, MSIPPT, HITEMP, INNATE), and multidisciplinary design and structures (MASTR, VOLARE, CC DROIDS). The acquisition process typically involves an initial white paper submission followed by full proposals from selected offerors, though some calls utilize a one-step process. Awards may take the form of contracts or assistance instruments, with anticipated types including Cost Plus Fixed Fee (CPFF), Firm-Fixed-Price (FFP), and IDIQ task orders. Due to the sensitive nature of the research, strict security protocols are enforced, requiring offerors to comply with AFRLI 61-113 for Science and Technology Protection and meet CMMC Level 2 and NIST SP 800-171 standards to access Controlled Unclassified Information (CUI). Proposals are evaluated based on the uniqueness and innovation of the approach, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary substantial factor.
