The contract solicitation for the BOEM Visualization Technology Room Refresh seeks a firm-fixed price solution to modernize a 3D visualization environment at the Bureau of Safety and Environmental Enforcement’s Gulf of America Region facility in New Orleans, Louisiana. The primary objective is to deliver a fully integrated LED wall 3D visualization system capable of immersive stereoscopic display of oil and gas data for lease sales, analysis, and training, with full compliance to federal cybersecurity standards including FISMA, NIST, and FedRAMP. The contractor is responsible for the complete lifecycle of the project—including design, site survey, procurement, installation, integration, testing, cybersecurity validation, training, documentation, and warranty—with all deliverables subject to formal Government acceptance at the performance location. Key components include SDVoE/AV over IP control systems, PIV-based multi-factor authentication, and full compliance with Section 508 accessibility requirements for all electronic deliverables. The acquisition follows FAR Part 12 for commercial items and is not set aside for small businesses, though offerors are permitted to self-certify under various socioeconomic categories, none of which have been claimed in this phase. The contract includes a base period for delivery and installation from August 2026 through July 2027, followed by up to four optional one-year maintenance and support periods extending through July 2031. Pricing is to be submitted by offerors on a CLIN-specific basis, with evaluation based on a trade-off approach favoring technical merit and past performance over price, though price remains a critical factor if proposals are deemed substantially equal in quality. The Government will assess technical approach, cybersecurity posture, system integration feasibility, vendor experience with similar LED and AV systems, and the quality of proposed maintenance and support plans. Security requirements are stringent, mandating disclosure of all hardware and software components, cloud services, data transmission protocols, and remote access methods, with all employee access contingent upon signed NDAs and prior Government approval. Performance will be monitored through CPARS, and any substitution of key personnel requires formal notice and justification. Invoicing must occur exclusively through the Internet Payment Platform, and all deliverables remain the sole property of the Government. Offerors must submit proposals in two phases: a five-page technical overview followed by an oral presentation slide deck and a separate price volume detailed with assumptions and exclusions, with all submissions due by July 10, 2026 via email to the designated point of contact.
