AI Contract Overview

The contract involves replacing all analog security and access systems at the Lyster Army Health Clinic with updated digital systems to eliminate failures caused by the aging and hard-to-replace equipment. The existing analog equipment has led to frequent delays in repairs, highlighting the need for a more reliable and modernized security infrastructure. The Air Combat Command (ACC) currently holds a maintenance contract with the clinic and has been the sole provider for installing and servicing the security systems. Transitioning to new digital systems with a different contractor would exclude coverage under the existing maintenance arrangement, potentially increasing costs and causing security risks. Given the sensitive nature of the clinic’s security and the proprietary systems currently in use, opening the contract to competitive bidding might compromise operational security and increase expenditures for both installation and ongoing maintenance. The contract, designated under solicitation number BJW0909 and associated with NAICS code 423410, is managed by the Department of Defense office at Fort Rucker, Alabama. The effort focuses on ensuring uninterrupted, efficient security system functionality critical to the operations of the Lyster Army Health Clinic.

Full Description

Replacement of all Lyster Army Health Clinic analog security and access systems to digital systems. This will enable the security system to function without failure due to old equipment disrepair. The old security system equipment is difficult to replace and causes many delays in repair and replacement. ACC has an existing maintenance contract with LAHC and has been the company solely responsible for the installation and maintenance of the clinic security system. any company performing the work would not allow the new equipment maintenance to be covered under the existing maintenance contract. Open competition may compromise Lyster's security by identifying systems currently in use and would be a higher cost for installation and maintenance.
