The U.S. Geological Survey (USGS) is seeking industry input through a Request for Information (RFI) to aid in the planning of a new camera calibration system for use in photogrammetric mapping. This system is intended to calibrate both analog frame cameras, historically used by the USGS, and modern digital sensors within a laboratory testing environment. The current calibration system, in use since the 1950s, measures essential optical characteristics such as focal length, lens distortion, resolution, fiducial mark positions, focal plane flatness, and dimensions, and accommodates various well-known camera manufacturers. With the advancement of digital technology and sensor design, the USGS requires a next-generation solution capable of performing equivalent measurements on digital imaging systems, including calculating lens distortion coefficients and resolving power, while maintaining compatibility with analog cameras for ongoing parallel use. Industry responses to this RFI should provide details on the level of interest, existing capabilities to design such a system, estimated schedules for development and delivery, and commercial pricing, without submitting proprietary or restricted data. No specifications, draft statements of work, or formal solicitation documents are currently available, and no contract will be awarded as a direct result of this RFI. Responses are requested within 45 days of the notice publication and should be submitted to the designated USGS contact at the EROS Data Center. This RFI is part of USGS’s effort to gather market information before potentially issuing a formal solicitation in the future.

Full Description

This is not an announcement of a solicitation. This is a Request for Information (RFI) for U.S. Geological Survey (USGS) planning purposes based on industry interest, price, and schedule information to design, construct, and deliver a camera calibration system to the USGS capable of calibrating both digital sensors and analog frame cameras used in photogrammetric mapping applications in a laboratory testing environment. The U.S. Geological Survey, Geography Discipline, has been responsible for aerial camera calibration in the United States since the 1950s. Historically, metric-quality, analog aerial cameras have been calibrated using a camera calibrator system consisting of banks of collimators to determine: 1) the focal length of the camera lens; 2) the radial and de-centering distortion corrections for the camera lens; 3) the resolution of the lens at various points within the focal plane as well as an area weighted average resolution (AWAR); 4) the positions of the fiducial marks with respect to the optical axis; 5) the flatness of the focal plane; and 6) the dimensions of the focal-plane opening. The camera calibration system was also required to accommodate cameras from various camera manufacturers (e.g., Zeiss, Jena, Leica). With the introduction of electronic sensors and computing technology, digital sensors are now being used for precision mapping applications. The physical design of these cameras is more varied and often include software processing. However, the photogrammetric community will use both analog and digital cameras in parallel for at least the next decade. Therefore, the USGS' interest is for a new camera calibration system capable of deriving the same measurements for analog systems that the current system derives and to be able to calculate lens distortion coefficients, lens resolving power, and other relevant characteristics for current digital imaging systems. Industry response is solicited to indicate level of interest, what capabilities are currently available, schedule information to design, construct and deliver such a system, and commercial pricing information in as much detail as organizations are willing to provide. Proprietary data that contains restrictions on its release should not be submitted. Neither a draft statement of work nor specifications are available from the USGS. No formal solicitation or contract will result from this synopsis for industry information; any subsequent solicitation will be synopsized prior to its release. Information responding to this request should be received within forty-five days from publication of this notice. Submit responses to Ron Parsons, USGS, EROS Data Center, Sioux Falls, SD 57198.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
