The Naval Sea Systems Command plans to issue a cost-plus-fixed-fee, level of effort solicitation as a sole source contract to Lockheed Martin Naval Electronics and Surveillance Systems (LM NE&SS) for early engineering analysis and concept feasibility studies supporting upgrades to the Aegis Combat System (ACS) Baseline. This contract will also encompass Production Engineering Services and the provision of emergent incidental material related to the ACS. LM NE&SS has been identified as the sole source provider due to its unique expertise and technical capabilities essential for meeting these requirements. The contract period is set for one year from award with options to extend up to four additional years. This procurement is governed under 10 U.S.C. 2304(c)(1), which allows for non-competitive awards when only one responsible source exists that can satisfy the agency’s needs. Interested companies seeking subcontract opportunities are encouraged to directly contact LM NE&SS. The solicitation, posted in early March 2003, underscores the specialized nature of the work in supporting critical naval combat system enhancements and reinforces LM NE&SS’s exclusive qualification to perform these early engineering tasks.
