The National Institute of Standards and Technology (NIST) is advancing two key technological developments aimed at improving efficiency and reducing costs in their respective fields. The first technology centers on a low-cost, portable refreshable tactile graphic display designed to reduce the number of stimulus points required, thereby lowering both the overall system complexity and the number of actuators needed. This innovation also targets cost reductions in actuator manufacturing, particularly by developing alternatives to conventional piezoelectric actuators, which are typically more expensive. The approach is expected to make tactile displays more accessible and affordable for users requiring graphic feedback. The second technology involves the design and fabrication of an integrated refrigerant expansion valve that allows precise modulation of flow restriction. Utilizing manufacturing techniques common in the silicon processing industry, this valve can be produced in large quantities with highly accurate dimensions at a relatively low cost. This advancement is intended to enhance the efficiency of small vapor compression systems such as refrigerators and window air conditioners by enabling finer control of refrigerant superheat. Additionally, the valve’s capability could be scaled up to regulate refrigerant flow in large evaporator systems more evenly across multiple circuitry branches, thereby improving overall system performance and energy efficiency. For more information, interested parties are directed to contact Mary Clague at NIST.

DEVELOPMENTS AT NIST Researchers at the National Institute of Standards and Technology (NIST) are working on the following technology. For further information, CONTACT: MARY CLAGUE, TELEPHONE +1 (555) 000-0000 OR EMAIL contact@example.gov, National Institute of Standards and Technology, Technology Partnerships Division, 100 Bureau Drive, Stop 2200, Gaithersburg, Maryland 20899. Fax: +1 (555) 000-0000. THIS IS NOT AN ANNOUNCEMENT OF A PROPOSED CONTRACT ACTION OR A GRANT. NIST DOCKET NUMBER: 02-002PA Title: Low Cost Portable Refreshable Tactile Graphic Display Description: This technology relates primarily to reducing the total number of stimulus points needed by a refreshable tactile graphic display system, though the ratio of actuators to stimulus points can also be reduced for further cost saving. The method is also expected to reduce the cost per actuator, compared to discrete piezoelectric actuators. NIST DOCKET NUMBER: 02-013PA Title: Integrated Refrigerant Expansion Valve Description: This technology describes a refrigerant expansion valve in which flow restriction can be modulated. The valve involves a fluid container, membrane and heater, and is produced using the types of manufacturing processes developed in the silicon processing industry. By taking advantage of these processes, it will become possible to produce an expansion valve in large quantities with accurate dimensions and excellent reproducibility at a relatively small cost per unit. By inexpensively producing a device with this functionality, it will become feasible to utilize them in small vapor compression systems, such as refrigerators and window style air conditioners, to improve the operational efficiency. It will also be feasible to apply such a device on individual circuitry branches of large evaporators to evenly control refrigerant superheat at the outlets of all branches.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Combined Synopsis/Solicitation for Spent Fuel Cell Shipment(s)
Solicitation # 1333ND27QNB610AMD
The National Institute of Standards and Technology Center for Neutron Research requires packaging and shipping services to transfer spent fuel elements from its facility in Gaithersburg, Maryland, to the Department of Energy Savannah River Site near Aiken, South Carolina. This requirement is structured as a single firm-fixed-price purchase order consisting of one base shipment to be completed by December 31, 2028, with an optional second shipment to be completed by December 31, 2030. The contractor is responsible for providing all necessary project management, labor, and equipment, including the shipping cask, transfer cask and basket, and all rigging and lifting machinery required for movement. The procurement is classified under NAICS code 484230 for specialized long-distance trucking. Award will be granted to the lowest priced, technically acceptable quoter, with evaluations based on technical capability to meet or exceed the Statement of Work and price reasonableness. Strict adherence to Nuclear Regulatory Commission and Department of Transportation regulations is required, including compliance with 10 CFR 73 for information security. All bidders must maintain active registration in the System for Award Management and provide a technical quotation and a firm-fixed-price quotation. Payment will be processed electronically through the U.S. Department of the Treasury's Invoice Processing Platform System.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
