Permanent Change of Station (PCS) Lodging ProgramThe Permanent Change of Station (PCS) Lodging Program is a small business set-aside contract under NAICS code 721110, issued by the U.S. Department of State’s Bureau of Global Acquisitions to provide temporary lodging services for Department of State personnel in the DMV region. The program supports individuals undergoing training, transitioning between overseas and domestic assignments, receiving medical treatment, or responding to evacuation orders, with stays ranging from one night to over 365 nights. The contractor must furnish a block of lodging units located within a 30-minute commute of the George P. Shultz National Foreign Affairs Training Center in Arlington, Virginia, operating as a limited-service facility with 24/7 security and front desk staffing, and a certified fire protection plan reviewed by local authorities. The contract includes a base year from August 1, 2026, through July 31, 2027, with four one-year options and a potential six-month extension through January 31, 2032. All pricing is structured as firm fixed price, with offerors required to propose a single rate per CLIN that applies to all rooms, encouraged to offer a discount of 35% or greater over GSA rates, with prices limited to two decimal places. The solicitation is restricted to small businesses, and compliance with SAM representations, including UEI and CAGE codes, is mandatory. Offerors must submit proposals in two volumes: Volume I containing all technical elements—technical approach, past performance, management structure, key personnel, and quality assurance—without any pricing, and Volume II containing pricing data only, submitted via email to the Contracting Officer by the deadline of July 8, 2026.
