THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. USCENTCOM, 7115 S. Boundary Blvd, MacDill AFB, FL 33621-5101, requires purchase of licenses and subscriptions to AutoCAD software. AutoCAD provides IT and telephone overlays and is currently in use at USCENTCOM. The 6th Contracting Squadron intends to make an award to DLT Solutions, Inc., 13861 Sunrise Valley Dr Suit 400, Herndon, VA 20171. DLT Solutions is the exclusive Government reseller of AutoCAD software support required by USCENTCOM. DESCRIPTION OF REQUIREMENT: USCENTCOM requires the purchase of 9701-0115p25 AutoCAD LT 2008 Standalone License CD- 25pk, Qty 1; 9701-0115p5 AutoCAD LT 2008 Standalone License CD- 5pk, Qty 1; 9701-0115xw1 AutoCAD LT 2008 Subscription- 1 Year Prorated 6 months to merge into Contract # 343-32084583 exp 05/31/08, Qty 30; 9701-0106s AutoCAD 2008 Standalone License DVD, Qty 20; 9701-0106xw1 AutoCAD 2008 Subscription- 1 Year Prorated 6 months to merge into Contract #343-32084583 exp 05/31/08, Qty 20. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) This is for additional AutoCad subscription licenses to existing software, therefore AutoCAD is the only Brand Name products capable of satisfying the requirement. The USCENTCOM J6 Project Teams are already actively using this system and to resolicit a whole new system would cost thousands in additional cost to the Government.
