The United States Patent and Trademark Office (USPTO) intends to acquire the IBM P520Q server, specifically designed for use with the Order Entry Management Systems (OEMS) that handle the production of hard copy orders for patent and trademark documents. This server supports the existing OEMS solution, originally developed with the IBM InfoPrint Manager, which integrates various customized OEMS software modules and multiple IBM high-speed printers to optimize equipment utilization and reduce processing time. The procurement involves a brand name justification, emphasizing that substituting the current setup with alternative hardware or software would necessitate an extensive and costly system redesign. This acquisition will be executed under the Simplified Acquisition procedures outlined in Part 13 of the Federal Acquisition Regulation (FAR), leveraging the test program authorized by FAR subpart 13.5 and following the Patent and Trademark Acquisition Guidelines (PTAG). It will be conducted through existing USPTO Information Technology ID/IQ contractors without issuing a formal written solicitation. The contract, titled "70 -- IBM P520Q Server" with solicitation number 297P0850159, was posted on January 31, 2008, under the Department of Commerce, Intellectual Property Office, located in Alexandria, VA.
