The Center for Information Security Services plans to enter into a sole source contract with EnvoyWorldWide, Inc., a small commercial business based in Bedford, Massachusetts, for messaging and alerting notification services critical to its customer. The contract, governed under FAR Part 13 Commercial Items Test Program, emphasizes a stringent reliability requirement of 99.5 percent for the execution of messaging and alerting tasks. These services involve delivering critical communications to hundreds or thousands of recipients within as little as five minutes, utilizing four priority levels for task acceleration. To meet the high reliability standard, the service architecture includes three geographically separated, redundant server farms housed in secure, hardened facilities. If service delivery falls below the 99.5 percent benchmark in any month, the contractor must enhance the technology infrastructure in the following month to compensate for the shortfall. Maintenance activities require at least 48 hours’ advance notice and face strict limitations on downtime. The contract is valued at up to $122,000 over three years and is justified under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, as EnvoyWorldWide is identified as the only capable source able to meet the specific reliability and service delivery requirements. While this notice signifies intent to negotiate on a sole source basis, interested parties have 10 days to express their capability to fulfill the contract, with proposals considered at the government’s discretion. The services provided are essential for timely and reliable communication of critical activities under customer responsibility, and any competition decision will remain solely with the government.
