The contract seeks information on commercial off-the-shelf (COTS) technologies to develop a standardized Air Force-wide Telecommunications Management System (TMS). This system is intended to operate within the Combat Information Transport System's (CITS) Network Control Centers (NCC) at the base level and Network Operations Support Centers (NOSC) at the Major Command (MAJCOM) level. The TMS must seamlessly integrate with existing CITS network management tools, including the Enterprise Telephony Management platform, Remedy Trouble Ticketing system, and the NMS/Base Information Protection suite. It should support centralized management of multiple TMS sites via a scalable, automated, modular design that interrelates data and databases within a central server accessible through web clients. The TMS will encompass key telecommunications functions such as telephone billing, directory assistance, record management, trouble reporting, inventory tracking, and interfaces with enhanced 911 systems compliant with National Emergency Number Association (NENA) standards, ensuring no degradation in service quality. Compliance with all Air Force (AF) and Department of Defense (DoD) security, certification, accreditation, and interoperability standards, specifically those outlined in AFMAN 33-223 and AFI 33-115, is mandatory. The system must incorporate the five FCAPS network management functions: Fault, Configuration, Accounting, Performance, and Security Management. Respondents are reminded not to submit proprietary data, as all submissions will be considered public. This request for information is for planning purposes only and does not constitute a solicitation or commitment by the government. The government will use the responses to refine a future request for proposal. Questions related to this RFI are directed to the contracting officer, Mr. Roger Miller at Wright Patterson Air Force Base.
